After the 28th of Feb., 2011, the QoS will be retired only from the CCVP/CCNP Voice track, but you can still take the QoS exam for the CCIP. Only at that time it wouldn’t count towards your CCNP Voice like it does now, it will only count towards your CCIP.

Yes, BSCI is still valid for CCIP.
A passing score on BSCI will continue to be accepted as long as it is valid.

Yes, you can give 642-813 exam for re-certification.
To recertify, you can give any 642 exam or any CCIE/CCDE written exam before the certification expiration date.
